I have no amazing insight to convey here and definitely no sight of any actual documents. I do however recall various iterations of "objectives" and "plans" being discussed by DoW and the WH in various press conferences that through their evolution amply demonstrate their reactive posture to the unexpected direction of events. Even the all knowing CnC very publicly stated "nobody expected them to do that" when Iran started attacking its neighbors and closed the Strait.
Well ....you will find quite a lot of people expected exactly that...so...?
