Where does this information come from? Do you have any further information on the incident in question? As far as I could see in the description of the trip in the original post the aircraft arrived overhead with minimum fuel for the alternate plus final reserve. It was then flown in the hold waiting for the airport to open, diverting later. Assuming the calculations were roughly correct then it
must have landed at the alternate with less than the final reserve fuel, therefore the Captain made the wrong decision and an emergency should have been declared. No-one has yet confirmed any difference from this interpretation.
