Perhaps that's part of the problem.
If European airlines operated in accordance with regulations in the USA, a
proper licensed and
qualified DISPATCHER would have a legal say in the matter as well, as to how much fuel the aircraft departed with.
Now having said all this, if poor enroute decisions are made...fumes are possible on landing (not a good thing in my book).
