Precedent? Hardly.
Such tolls were approximately two-thirds of the income for
the Danish state tolling ships passing through the strait between Denmark and Sweden. Enforced by the cannon at Helsingør. Only removed by treaty in 1857. Aircraft pay transit fees to traverse various countries' airspaces as well. It's not unprecedented. Unwelcome, quite probably.
Even the toll level is not unprecedented: the Danes tolled at 1-2% of cargo value, with the incentive of requiring the cargo to be purchasable by the Danish state at the value declared.
History might not repeat itself, but it does rhyme.
