With the 800Mhz FSB PIVs you will find it normal to see temps in the mid 60's under load for the 2.8Ghz to 3Ghz.

P.S. The BIOS readings for CPU temps are known to be inaccurate. Check your BIOS Revisions for your motherboard to see if there have been any releases to correct CPU temp readings.
