They CAN do it all right, whether they should or not is another question.
Some months ago I had the same thing, even emails to a family member in the USA on AOL were bounced.
I contacted them, and they said because there had been a lot of spam from the ISP in Australia (NOT from me
), they just banned any email from the ISP.
It was lifted after a couple of weeks.
