When American munitions and hardware needs to bounced around Asia for example, the load is transported from nation A to American territory, such as Guam for example, then positioned from there to the country of destination. Deletes the need for export licenses, some overfly permits and political outrage. This has been going on for decades. Most of the logistics are contracted away from the military.
