Hey, I'm sure there are plenty of folks who'd love an excuse to land at an active air base - and an electrical failure is as good as any. ("Was it really just the circuit breaker?? Gee, I didn't think to check that!")
Maybe they thought the landing fees would be cheaper than Darwin??
