I've driven that road, albeit in the summer. The reason the road drifts in is mainly because there are many rock cuts. As it was told to me, the environmentalists decreed that the max width of a rock cut cannot exceed 100 feet. Since many of them are ninety degrees to the prevaling storm wind, they just fill full of snow when a storm strikes. Of course, they are environmentally friendly.
