Because according to EASA.CAT.GEN.MPA.175(b) you have to undergo a psychological assessment when changing AOC, this is then valid for 24 month.
You can call it money making, but in general it is a result of the German Wings incident.
For most companies it is easier to use an agency for that instead of organizing it themself.
