In order to be able to fly a microlight (or ultralight) in Portugal you
must have a microlight licence.
Holders of Glider and Aircraft licences (PPL included) are exempt of
written tests, but must do a flight examination after having attended
a practical flight instruction program accredited with the INAC
(the Portuguese CAA).

If you are able to read Portuguese, the relevant regulations are:

Decreto-Lei nş 71/90 de 2 de Março
art. 7 and art. 8. (available on the Diario da Republica)

Portaria 332/90 de 2 Maio Art.14 and Art.16.

If you have a "foreign" licence, your best bet would be checking with
INAC:

I'm on the process of getting my Ultralight licence, and will have
my written exams next Thursday and Friday.
