Denmark and Sweden could leave the Copenhagen Convention of 1857 as well as article 282 of the Treaty of Versailles of 1919, and voila, the Danish straits are not international waters anymore. So if you want in, or out of the Baltic you'll have to transit Danish or Swedish national waters.
