I like your simplification, but this has been the standard regulatory text regarding dispatch landing performance calculations (EASA/JAR) for as long as I can remember. This simplification of course only works if your performance department has made sure all the runways you fly to will be compliant with the regulations. You really cannot dispatch to a runway which will never meet the dispatch landing distance requirements, i.e. to a 1200 meter runway if your landing distance is 1000 meters.
Same with making no difference between dry/wet/contaminated runways. The added regulatory factors might be inconsequential for your specific operation and runways, but might make the difference between yes or no dispatch for another operator.
