If Vref gets close to flap limit speeds in an aircraft which can’t dump fuel.
The FAA rules for "Return to Land" basically say that the nature of the emergency is such you don't have the time needed to dump a meaningful amount of fuel - so the fuel dump capability doesn't really factor in.
So it's basically flap limit speeds for the rated MTOW.
