There are in fact some luxury resorts in Haiti but these are well away from the capital city which is basically in a state of anarchy with armed gangs battling for control. Unfortunately the country has everything stacked against it with poor rainfall due to topography, a crippling debt and premier league corrupt politicians. Outside intervention and an UN peacekeeping force is about the only realistic option available.
The Dominican Republic, which shares the other half of Hispaniola, is actually quite a nice place.
Throw in hurricanes and earhquakes too
