I don't think he can cancel or redirect it, although I think he can delay it (perhaps indefinitely?). Trump (and his supporters) big complaint is we're spending big money on Ukraine when we're running massive deficit spending (as in something like $3 Trillion in the last 12 months) and we simply cannot afford to keep doing that. In short, it would behoove Biden and company to get as much stuff over there by Jan. 20 as possible.
I don't see Trump using ITAR to prevent other nations from supplying arms to Ukraine - as others noted, doing that would make buying US arms less attractive, and Trump is all about 'Buy American' - even people in other countries.
At least that's what my crystal ball is telling me.
