Though for this, I'd say, Biden would be able to handle this in the upcoming 60+ days, by simply granting a non-revocable "permanent" ITAR license to all and everybody having ITAR subject stuff (there are reasons Trump is silent about the way he wants to accomplish the 24h, since this can be easily prevented). That would be a nice poison pill for "the peace guy" ......
Sadly, that would require him being bold and decisive - traits that he has hitherto successfully hidden.
edit/ As a lay person, I would suspect (and hope) that such a blanket ban would seriously dampen any foreign Government's enthusiasm for buying anything that might attract such a response in future. I realise, however, that Govt. spending is subject to all manners of persuasion.
