Not for the next 75 days, no, but once he is sworn in, I am not sure what steps he might take. I'll have to do a bit more research to understand the options.
Why is this not a clear answer?
First off, a bunch of American defense contractors were allocated funds - in billions of dollars - to produce X, Y, and Z, and I don't think he'll cancel those orders due to optics. Of course, what he might do is divert some of that hardware to Taiwan ... my magic eight ball is fuzzy.
Impact on Ukraine's War Effort?
Uncertainty. They can't plan next spring's campaigns if the logistic support needed for it is hanging by a thread. Operational Art, at the Theater level (which is the level Ukraine operates at) includes shaping the area of conflict logistically and with assets/units 90-150 days out.
In other words, Zelynsky's operational planners are already trying to figure out and position assets for operations in March ... if the war is still on then.
