The German budget freeze isn't as drastic as the American one: payments can still be made if approved by the finance ministry which, according to the following article , means that regular payments like salaries would be easily approved, but one-off or irregular projects would be more difficult.

Ohne die zusätzlichen Mittel könnte für manches Anliegen schlicht kein Geld mehr sein. Bei einer Haushaltssperre müssen alle Ausgaben vom Finanzministerium genehmigt werden. Das bedeutet große Unsicherheit zum Beispiel für viele Angestellte auf Projektbasis oder mit befristeten Arbeitsverträgen.
