Really? Best glide speeds are all based on clean configuration. Power off flare and landing speeds are based on 1.3 x Vso, stall speed with flaps in landing configuration. I have never flown an aircraft in which the landing speed is higher - or even equal to - the best glide speed. I have also flown many aircraft in which the flight manual's specifically recommended EFATO speed is significantly lower than the best glide speed.
I'd be interested to know what you're basing your figures on.
