Tenth of hour

Easy question. I am a european pilot wanting to convert my hours to "american standard" ie 10th of hour. I have seen two different ways. Which is correct?






0-3 = 0.0
4-9 = 0.1
10-15 = 0.2
16-21 = 0.3
22-27 = 0.4
28-33 = 0.5
34-39 = 0.6
40-45 = 0.7
46-51 = 0.8
52-57 = 0.9
58-60 = 1.0

or

1-2 = 0.0
3-8 = 0.1
9-14 = 0.2
15-20 = 0.3
21-26 = 0.4
27-33 = 0.5
34-39 = 0.6
40-45 = 0.7
46-51 = 0.8
52-57 = 0.9
58-60 = 1.0
