Unless things have changed a lot since I retired, the procedure for an aircraft accident within the London FIR was to contact the Watch Manager at London ATCC, Swanwick. The controller at Farnborough ATC would send a report to the CAA via their Manager ATS but as it happened nowhere near the airfield itself, the airport authority would not be informed in fact their only interest in movements off the airfield is when there is a noise complaint.
