I'm afraid thet under JAR regulations you can't train for your CPL in any country other than the one where you took your theory exams for that licence
That certainly used to be the case. But I think I heard a rumour a few months ago that it was going to change. To tell the truth, though, there are so many rumours that I can't keep up with all of them, so I may be completely wrong... but there's certainly no harm in asking the CAA. Make sure you get an answer in writing, though!
