Check Airman said, the waypoints WILL sequence provided you fly close enough to them. If you particularly need the runway to be the TO waypoint then you can ask your PM to make the runway threshold the TO waypoint with a radial inbound. They can then go DCT to the runway threshold and enter/confirm the reciprocal track and select the radial inbound line select key.
