The home base is where a crew member normally (i.e. most times) starts and ends their duty and where the operator is not responsible for accommodation. Correctly, it might become an issue, but so far - from what I gathered after talking to colleagues - it seems to be limited to Scandinavia. And you are right that the use of temporary gateways in countries different from one's permanent gateway needs to be limited. The office has all the details, they don't belong here, I guess.
