Depends if you have air and technological superiority or not.
Israel's larger neighbours don't appear to want to get in its way, or pose a threat, so its purely an insurgency problem.
The only issue for Israel is collateral damage to the civilian population that is infiltrated by the insurgents.
That is a risk Israel is willing to take...
