The Old Fogducker,
It has been a long time since I used Win98. I think I remember being able to set the default like this:
- Open up windows Explorer
- Sort the directory the way you want. (In this case Alphabetical.)
- CTRL + CLICK on the CLOSE button in the upper right hand corner.
This will change the default sort order for file, open menu.

P.S. Try it, but I am not sure if I am remembering correctly or not, it has been close to 5 years since I used Win98.
