Right. My guess would be that they are just not bothered with labour certification and sorting out local taxation, pension, etc., at least not keen on being more involved than it's absolutely necessary. Union issues could be an other thing, perhaps? In any case it seems to be highly discriminative, but as you said it's Japan...
