You can get an accommodation in the TYO area without a resident card but it is a bit of a drill. You cannot have a resident card and fly on this contract. It is not allowed. The accommodation allowance is 200,000 JPY/month. Only certain areas are currently approved by the airline for residency. Pilots fly out of both NRT and HND. It is sometimes very hectic, finishing duty at one airport and having duty the next day out of the other. probably the biggest problem facing the pilots today. They're 'working' on the issue.
