Assuming it works the same way in the construction industry, but you put out a tender for a contract saying something like "We need somebody to do all our building jobs between a value of X and Y for the next five years" and the winner then become your preferred supplier. Obviously more complicated than that, but that's the basic gist. Saves having to do repeated tender/procurement exercises.
