If someone wanted to stifle the investigation into what happened and why, I can't think of a better way to do it than this. It's pretty much guaranteed to make everyone involved 'lawyer up' (i.e. refuse to say anything).
One of the dumbest things they could have done if they really want to find out what went wrong and what to do to fix it.
Someone is playing politics, and damn the consequences.
