I’ve found this, doesn’t look like enough damage to bring down the Cessna
Very certainly this much damage to a Dash 8 could be fatal to a 172. Presuming the possibility that the Dash 8 H stab hit a trailing edge of the Cessna ('cause the Dash 8 is faster), a crunched Cessna flight control could make the airplane entirely unflyable. I've had minor aileron trailing edge damage on a 182 and on a Aztec which made trimmed flight very difficult.
