I can't quote the rules by chapter, but there are rules governing places at Sydney airport, like customs, border control and other sensitive areas. I would say photography of things that would be including security check points, access points, and so on would be a big no-no.
Apart from Channel 7 filming everything for their awful Border Security Australia show. They don't even ask the arriving passengers for consent, it's not a public place. One rule for the masses and another rule for the purveyors of tabloid entertainment. It just teaches the drug smugglers what not to do.
