Wink User Defined Routes / CDRs

Working on a project to use Conditional Routes(CDR2s by the Air Force for civilian use).A little perspective.
These routes are mainly used by the Armed Forces and are occasionally way of Notams(forgive the gender -ism),given access to civilian air operators. Since,I work in India, we have a several e.g. L639, J4,Z5,Z14 etc . The purpose of these routes is to mainly cut down time, reduce fuel costs. It's not always guarantied due to the wind factors among many others, but is a shot at reducing costs(e.g. an entire FIR such as OPKR can be avoided too on a route to/from the Middle East to/from Bangladesh/China/HKG ,thus bringing down Nav costs).
The AIP or AIM of a country usually lists these out. In India we have a special AUP/UUP page for these.
My question to Dispatchers, Flight Operations Officers based in the Far East, such as Thailand,Bangladesh,Myanmar,Indonesia etc. Do you have such a concept and if so, is there's an online reference?
