Politics aside, there are a number of things that can be done to fix the Shuttle.
One of my Canadian friends is working on some exotic materials to help protect the leading edge, and possibly be used as in-flight repair for damaged tiles. (and it's not pie-in-the-sky stuff- they have actually developed and demonstrated it).
So the Shuttle may not be completely dead.
