I say this with no axe to grind.
Relocation is expensive for NATS. MACC is going to be closed. The fewer MACC controllers that relocate the cheaper it will be for NATS. They will blame the resultant delays on the "new system", rather than staff shortages.
AND
Training is expensive for NavCanada. The more MACC, LTCC and LACC controllers they can get the more money they save.
