It's a 'pdf' file. Have you got Adobe Acrobat on your computer?
If not, you can download it (free) here:

Once installed, it works automatically whenever you download a pdf file.
Otherwise, it's available from the CAA. I assume there's a charge. You don't get much for nothing from the CAA.
