Your best bet is to go to a Flying School now called a DTO, do training as required to pass a Proficiency Check. Then apply for a new Part FCL Licence. SRG1104. You will need a sign off for English Language Profficiency (ELP) the examiner can do that. You can keep your old licence by ticking a box and it will be reissued in the latest format. You will need a Class 2 medical to obtain a new licence but once you have it you can revert to a Medical Declaration.
