Migrants cannot work legally without a NI number. Interestingly all the temporary staff employed to direct traffic are non-white. I can only assume the ethnic English and Eastern Europeans are not prepared to stand in the cold on 12 hour shifts yet the Eastern Europeans are normally made of tougher stuff so the conditions must be bad. I was in the drop off area at 2 in the morning picking up family members. The staff looked frozen to the bone with some huddled into unheated bus shelters so not directing traffic. Oh and they have to provide their own coats.
