There are ways to bond asphalt to concrete, but from the look of it, if any were used, it didn't work. There are adhesives that are supposed to be used. At least re-paving won't require much effort to remove the remaining asphalt. If this segment was used to land on there should have been observable damage which would be a great place to start peeling it up.
