But it meant that Toll had the choice of a provider who was not meeting service delivery requirements, but might if, at dsome stage, it upgraded it's fleet, and one that HAD the fleet and was ready to go.
Airwork could have gotten -800 stock frames for a song two years ago, and been up and running iwth them now. Thet chose to milk the last drop from the classics and now have so much scap.
