Are the cabin crew locals?
Virgin had some thing with Tiger painted 737s flown on a VAI AOC with VA Pilots and Tiger Cabin Crew.
Bonza originally attempted to outsource Flight ops to another entity, which CASA thankfully said no. Original plan was Bonza AOC operated by Parc crew. Training department outsourced to Parc.
You basically outsource until Canberra starts asking questions, which seems to be rare.
