Hopefully someone will have a solution before I do a factory reset and restore from backup - all notifications are on, volume is up and tones are selected, do not disturb is off and ring tone works. Hi Rusty,
You mention the volume is up. Does this mean the notification appears on the screen, but you don't get an audible notification? That would be interesting.
Some apps have a setting to turn their notifications on/off and Android phones sometimes have a notification manager which can also disable notifications on an app basis.
You've probably tried this already but if it was me I would turn off all notifications everywhere I could find, restart the phone and then turn them on again.
