I thought that any member that is involved in a of a complaint/motion has to be removed from the discussion/vote ? Having said that though, given the raison d'etre of the UN, I can well believe that there is no procedure to remove/expel any member , particularly a member of the Security Council.
There is no facility to remove the veto power. So you could vote to remove them from the security council and they will just veto it.
There are rules for all members except the 5 permanent members of the security council with veto rights.
