If an artillery round doesn't fire, how long would the SOP* require for a safe period before opening the breech ? Just thinking that bad ammo would significantly impact operations beyond the non-firing shell.

If it doesn't fire the first time, you usually re-cock and try a second time. After the primer has been struck twice, you wait 10min in peace time in case of a slow burn and then replace the cartridge with a fresh one.
In war time, you try it twice and move straight to the reload if it hasn't fired.
