it has nothing to do with Luton in particular. Airports advise how many diversions they can accept, then either ATC tell aircraft where they are diverting too in the case of mass sudden diversions and the Captain agreeing based on fuel and weather conditions. Other times the captain decides if a quick decision is required based on fuel reserves and weather minima or at other times the airlines operations team advise their aircraft where to divert to (in conjunction with the captain) based on where they have crew based, handling agreements, onward transport arrangements, size of aircraft etc. that is the same for every airport, not just Luton.
