" Is this normal when taxiing?" No, but operational circumstances can permit it to facilitate the ac taxying to a designated arming area. Is/was called Combat Arming. Not used at home bases etc where this is usually done as Final Arming for pilot acceptance/walkround. Some nations (eg USAF) always do this because they've the resources available: armourers, transport, accommodation etc for the purpose - we don't! have such luxuries.
