Nothing wrong with the beret. Quite a smart one in fact. Possession of one meant you had sufficient WAFU connections (in my case as a "sort of" of badger) to know that caps should never to be worn on the flight deck if aircraft were about.
My guess is that this photo was taken during the Phantom trials on EAGLE??
