The UK CAA has always stipulated this must be handled properly

The seating of children close by their parents or guardians should be the aim of airline seat allocation procedures for family groups and large parties of children.

Presumably Ryanair UK's (at least) AOC stipulates they must comply with the CAA's requirements. Does the IAA have comparable requirements ?
