You can move from FlyDubai to Emirates. There is nothing written or otherwise to prevent this. There are loads of pilots who have made the jump across. The last 2 guys I flew with were both ex flyDubai. One had done 3 years there the other 5. Came straight to Emirates from there

but in general it does not happen - never had in big numbers - never will - it’s a few occasionally
but no guideline how and when - it’s just luck
